The award was established by the Reichssportführer on November 18, 1942. § 7 (der Anordnung des Reichssportführers vom 18. November 1942 "Das Reichssportabzeichen und Versehrtensportabzeichen" in § 7) specifies the following standards for recipients:
1. War invalids who, despite a significant and persistent deterioration in physical abilities, can demonstrate five different types of physical exercises that exceed the average level of capabilities of people with a similar disability, are awarded a silver badge with a golden wreath (sports badge for disabled)
2. Applicants are divided into groups A, for which the exercises are standardized. Group B, which they are determined in each specific case of disability
