SIGNING OF THE ACT OF UNCONDITIONAL SURRENDER OF THE GERMAN ARMED FORCES
Act of Military Surrender

  1. We, the undersigned, acting on behalf of the German High Command, hereby declare the unconditional surrender of all our armed forces on land, sea, and air to the Supreme Commander of the Allied Expeditionary Forces and simultaneously to the Supreme High Command of the Red Army.

  2. The German High Command shall immediately issue orders to all German land, sea, and air forces and all forces under German control to cease active operations at 23:01 hours Central European Time on May 8, 1945, and to remain in the positions occupied at that time.

  3. The German High Command shall also issue orders to appropriate authorities and services to comply with all further demands issued by the Supreme Commander of the Allied Expeditionary Forces and simultaneously by the Supreme Command of the Red Army.

  4. This act is not to be construed as a substitute for a more detailed instrument of surrender or other actions that may be imposed by the Allied Powers or on their behalf against Germany and its armed forces as a whole.

ON DECLARING MAY 9 THE VICTORY HOLIDAY

To commemorate the victorious conclusion of the Great Patriotic War of the Soviet people against the German fascist invaders:

It is hereby declared that May 9 shall be the Victory Holiday.

This day is to be a non-working day.

IN THE COUNCIL OF PEOPLE’S COMMISSARS OF THE USSR

In accordance with the Decree of the Presidium of the Supreme Soviet of the USSR of May 8, 1945 — VICTORY HOLIDAY is declared a non-working day. The Council of People’s Commissars of the USSR orders the People’s Commissariat of Labor and local executive authorities to ensure implementation.
